Kesari was found guilty in May 2016 of conspiracy, causing false campaign spending reports, and making misleading claims scheme notwithstanding Binnall’s defense that the state senator was paid for services provided to the campaign rather than for the endorsement itself.
2016 Presidential Campaign of Donald Trump
The Associated Press reported in July 2016 that Binnall had been employed by Donald Trump’s presidential campaign as a parliamentary procedure specialist. In the Correll v. Herring motion hearing on July 7, the Trump campaign took the stand as an intervenor. The dispute centered on whether Virginia’s election laws, which require political party delegates to be bound at a presidential selection convention, are constitutional.
As an expert witness for the Trump campaign, Binnall testified against Curly Haugland, a member of the RNC rules committee since 2008. Republican delegates, according to Haugland, are free to support anybody they like at the Republican National Convention and are not required to support any particular candidate.
Binnall “tried to prove that Haugland’s opinion was in the minority among Republicans who set convention rules,” the Associated Press continued. Judge Robert Payne rendered a decision in favor of Correll on July 11, 2016.
